I couldn't go up to him and SS his hacks because, I have no idea how to get to "El Nath: Sharp Cliff I" and I obviously can't warp to him since the vip rocks are removed.

I believe you can get there from the polar bear NPC named "????? ??" or something that asks you if you want to go to Coketown.
